Montgomery County Police Department operations 36 license plate readers on squad cars … and they’re operating all the time capturing data about who and what are driving around them. These data are kept for a long time, for often unstated uses and in some cases may be held indefinitely.
Nobody should be surprised that if they have it they’ll be looking for new creative ways to use it.
