A number of large companies in the business have (perhaps reluctantly) agreed to support voluntary do-not-track conventions. Under the proposed plan, a setting or button to that effect would be built into most major browsers so users could indicate their preferences.

This requires the companies to abide the policies, and users would largely be left trusting that their preferences are respected. Also, look for the ‘exceptions for authorized uses’ loophole to break these conventions shortly – DHS interests will reign supreme, so all the data will be collected and the only question will be how these data are used.
