18 month old on a no-fly list?

A family was ordered off a plane and (in their words) put on display for a substantial amount of time because officials (either with JetBlue Airlines or TSA, it isn’t clear which now) asserted their 18 month old daughter was on a federal no-fly list. They were eventually cleared to fly. TSA reports it is not investigating.
