Just because information is owned by government (and thus ostensibly ‘public’) doesn’t mean it can be released. Much data is supposed to be used only for specific purposes. That’s why there is a flap about DC Mayor Grey’s election campaign having been found in possession of public housing tenant information, which they used as the basis for micro-targeting voters.
