A federal court in Greenbelt, MD, has at least for now blocked implementation of the STOCK Act, which would require executive branch employees to meet extensive reporting obligations on financial activities. The ostensible goal of STOCK was to clamp down on insider trading based on knowledge gleaned in the course of job activities, but opponents said it was an unwarranted infringement on privacy. The judge allowed enforcement to continue for congressmen and staff members.
