The petitions in a Maryland county zoning referendum will be released as being “public records” – a question begged by some who feared release of names would have a “chilling” effect on the effort, while others sought to lay groundwork for more legal maneuvers. The two gorillas in the room doing battle are developers who have a financial stake in the likely outcome.
