Area 911 call failures suggest fundamental design problems

“The Washington region’s 911 emergency network has suffered widespread systemic failures over the past two years, a rash of outages that started long before June’s derecho storm, according to interviews and records obtained by The Washington Post.” Callers get busy signals or no signals at all, and people die without being able to ask for help.
