Ordinary citizens lack standing to sue over FISA standing

Because any monitoring of ordinary US citizens would be conducted in secret under the Foreign Intelligence Surveillance Act, US citizens won’t have evidence of potentially unconstitutional surveillance and thus will never have standing to file suit.
