“In a ruling that was not unanimous, the appeals court said Monday that a man identified as John Doe should have his name taken off the registry because the requirement to do so violates the state constitution’s restrictions on retroactive punishment.” Advocates for the law are scrambling to figure out the ruling’s full effect on the present system; opponents of the law point out that the first illustration of how it is supposed to do any good has yet to be made.
