Campus requests for construction funding falls abysmally short of state rules concerning minority contracting. That is the only conclusion possible from news this week that USM simply didn’t involve minority-owned businesses in contracting proposals on capital projects.

The University of Maryland, College Park had three projects up for funding approval — all of which called for 30% of subcontracts to go to businesses owned by minorities. In their proposals, the three projects specified 7% of those subcontracts should go to African-American-owned businesses and 4% to women-owned businesses.
Wallace Loh was reportedly present at this Board of Public Works meeting but gave no comment, even though these chiefly involve high-profile projects on his campus.
