GPS in government vehicles – boon, boondoggle or big brother?

Is this level of technology needed as a matter of routine in city government vehicles? How do you know the value outweighs the cost? And … does this trigger unintended consequences, like lots of monitoring of employee behavior which would have been easily tolerated before?
