Some people are increasingly concerned that campus administrations are becoming a shadow government, empowered (indeed mandated) to investigate some behavior which once was the sole domain of the justice system. Sexual assault, for example. And campuses do this without the need to bend to legal practices worked out by hundreds of years of crafting, nor public scrutiny. Unaccountable bureaucrats get to make things up.

In the latest example, officials at Clemson University deployed a one hour Title IX survey of students and employees (meaning mandatory) to which respondents would supply information on how many sexual partners they have had in the last month, among other things.
